This is an appeal from a grant of summary judgment in favor of the Arkansas Crime Information Center (“ACIC”) and its director, Charles Pruitt, and Governor Mike Huckabee (collectively “Appellees”). The Pulaski County Circuit Court dismissed an action filed by Appellant Richard Emmet Jones (“Jones”) alleging a violation of his civil rights stemming from the ACIC’s refusal to remove prior records of his arrests from its database, despite court orders to do so.
