OPINION AND ORDER
JOYCE HENS GREEN, District Judge.
Plaintiffs, nine brothers and sisters whose family has farmed for 115 years in the United States, are the owners of L.J. Farms, a partnership. Their 20,000-acre wheat and corn farm is located in Baca County, Colorado. Late in 1986, without prior formal notice, defendant United States Department of Agriculture (USDA) suspended plaintiffs from participation in certain federal support programs and withheld payments under them.
