Spectrum Leasing Corporation (“Spectrum”) appeals from an order of the United States District Court dismissing its case for lack of subject matter jurisdiction. Spectrum argues that section 702 of the Administrative Procedure Act, 5 U.S.C. § 702 (1982), and 28 U.S.C. § 1331 (1982), the general federal question statute, confer subject matter jurisdiction on the district court to review the government’s alleged failure to comply with the Debt Collection Act of 1982, 31 U.S.C. §§ 3701 et seq.
