In these consolidated actions the plaintiffs, three State employee labor unions (unions),3 seek a declaration *379under G. L. c. 231 A, § 2 (1990 ed.), that the various wage increases and other cost items contained in certain collective bargaining agreements with the Commonwealth are enforceable. Two of the unions also seek mandatory relief requiring the defendants to take all steps necessary to pay the wage increases, even without any legally effective appropriations.
