MEMORANDUM OF DECISION ON REMAND

PONSOR, District Judge.

I. INTRODUCTION

This lawsuit was filed in 1992 by Hispanic citizens of the City of Holyoke against the City itself and certain individuals, claiming violations of the Voting Rights Act of 1982, 42 U.S.C. § 1973. Originally, the suit challenged the at-large component of the elections for both Holyoke’s School Committee and City Council. 1
