This is a petition for a writ of mandamus to require the respondent board of water commissioners to turn over all moneys received by .it to the treasurer of the city of Haverhill. The case was submitted on a statement of agreed facts to a judge of the Superior Court, who, at the request of the parties, reported the case for the determination of this court. G. L. (Ter.
