CUSHMAN, District Judge.

Plaintiff, president, manager, and owner of the majority of the stock of the North Bend Stage Line, Inc., which carries passengers and express by motor vehicle, filed herein a complaint asking a permanent and interlocutory injunction restraining defendants, and all of the officers and agents of the state of Washington, from preventing or obstructing plaintiff or his employees in the operation of such vehicles between Everett and Seattle and Seattle and Tacoma, over a federal aided highway, because he had not obtained the certificate of publie convenience and necessity…
