HODGES, Judge.
This case concerns the Government’s policy of procuring services from the private sector. Plaintiff performed distribution services for the Defense Logistic Agency in Cherry Point, North Carolina. DLA is a division of the Department of Defense. When plaintiffs contract expired as of December 2004, the Agency decided to take the work in-house until it could issue a new solicitation.
