March 9, 1934, John D. Shibe and C. McGillieuddy presented an application to the county treasurer of Philadelphia County for a license as a retailer under the provisions of the Act of May 3, 1933, P. L. 252, known as the “Beverage License Law,” as amended by the Act of December 20, 1933, P.
