MEMORANDUM OF DECISION

This is the first of four appeals from the action of the Watertown Planning Zoning Commission (hereinafter "Commission") in connection with certain amendments to the zoning regulations that were approved on November 12, 1997. The court heard oral argument on all of the cases on the same day and will issue its opinions on each case today.
