James Ricks, an unsuccessful candidate in the June 1983 election for the presidency of Local 6, Washington Teacher’s Union (WTU), appeals a District Court order declaring that the election complied with the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA or the Act), 29 U.S.C. § 401 et seq. (1982), and directing that the candidates certified by the Department of Labor (DOL) serve as the duly elected officers of the union.
