This action was instituted by Thomas Doyle, a member of Local 6, International Brotherhood of Electrical Workers (“Local 6” or the “Union”), after the Secretary of Labor (the “Secretary”) declined to file a suit to set aside a Union election. The District Court granted summary judgment in favor of Doyle, finding that the Secretary’s Statement of Reasons justifying his decision not to sue was inadequate.
