HOLCOMB, Justice.

Ben Blair, Director of Tyler’s Civil Service Commission, and the City of Tyler, appeal the trial court’s judgment upholding the constitutionality of Section 143.057 of the Texas Local Government Code. 1 They also appeal the court’s order issuing a writ of mandamus directing the City to comply with the statute in the selection of a hearing examiner.
