OPINION
{¶ 1} Gem City Metal Spinning Company ("Gem City") appeals from the judgment of the Common Pleas Court of Montgomery County, which affirmed a decision of the City of Dayton Board of Zoning Appeals adverse to Appellant. The action was commenced by the Zoning Administrator for the City of Dayton ("City"), alleging that Gem City's inventory of regulated substances on site exceeded its established Total Maximum Daily Inventory of 2155 pounds.
