The Housing Authority of Pike County, Arkansas, contracted with Plez Lewis & Son, Inc., for the construction of a housing project according to plans and specifications prepared by architect Stanley Brown. After Plez Lewis defaulted, the housing authority called upon Maryland Casualty Company, surety on the contractor’s performance bond, to complete the contract. Maryland contracted with Con-Ark Builders, Lie., to complete the construction in accordance with the original plans. Apparently, it was contemplated that a change would b.e made in the plans and…
