This action is brought by the plaintiff, Jeffrey Evans, pursuant to 42 U.S.C. § 1983 for alleged violations of the plaintiffs federal constitutional rights arising out of the suspension of the plaintiffs New York State driver’s license and his subsequent arrest and prosecution for driving with a suspended license.
