In the post-award bid protest which preceded plaintiffs instant motion for an injunction pending appeal, the incumbent contractor, JWK International Corp. (“JWK”) challenged the decision of the Department of the Navy (“Navy”) to award a contract, for acquisition logistics management integration services, to LTM, Inc. (“LTM”). On April 13, 2001 an Order was entered in which one count of the complaint was dismissed due to plaintiffs failure to establish standing to proceed with the alleged cause of action.
