On April 13, 1994, in this Federal Tort Claims civil action the court in its published decision, 853 F.Supp. 1430, found the negligence of defendant United States to have been the proximate cause of the injury and damage sustained by plaintiff Mrs. Debra McDonald, concluding in its order “that defendant United States did not breach its duty of care in failing to diagnose plaintiff Debra MacDonald’s hypothyroidism.
