The Public Service Commission of this Commonwealth instituted an inquiry and investigation upon its own motion for the purpose of determining the character of the motor vehicle operations conducted by appellants, and thereafter Carriers’ Protective Committee, an organization representing various railroads and certified truck operators, was permitted to intervene as a party complainant.
