CUMMINGS, Circuit Judge.

On June 21,1983, V.J. George, a resident alien in the United States since 1977, pleaded guilty to conspiracy and possession with the intent to distribute 6,200 grams of opium in violation of 21 U.S.C. §§ 846 and 841(a)(1). He was sentenced to four years’ probation on September 1, 1983. At the conclusion of George’s criminal trial, the Immigration and Naturalization Service (“INS”) initiated deportation proceedings as a result of his conviction for a drug offense.
