MEMORANDUM OPINION AND ORDER
MATSCH, District Judge.
On March 24, 1987, a judgment was entered requiring that the defendant, Secretary of Health and Human Services (“Secretary”), publish a Notice of Proposed Rule Making (“NPRM”) consistent with the views expressed in the Memorandum Opinion and Order of the same date. The judgment required publication on or before June 1, 1987. On the defendant’s motion, that time was extended through and including July 1, 1987.
