Acts 1949, 51st Leg;, p. 564, ch. 307, also referred to by the parties as House Bill No.' 391, and as Article 6243i, Vern.Tex.Civ. St., provides for the creation of a police officers’ pension system in all cities in the State having a.population of not less than 1.75,000 nor more than 240,000.
