This appeal follows our remand to afford the plaintiffs an opportunity to amend their complaint to state a cause of action for hostage taking under the 1996 Terrorism Amendment to the Foreign Sovereign Immunities Act (“FSIA”), 28 U.S.C. § 1605(a)(7). Simpson v. Socialist People’s Libyan Arab Jamahiriya, 326 F.3d 230 (D.C.Cir.2003) (“Simpson /”).
