H. L. Atkinson, a citizen, property owner and taxpayer of the city of Pine Bluff, brought this action against the city of Pine Bluff and (1 J. Beeves to restrain them from consummating a contract by which it was agreed that the city would sell, and Beeves would purchase, certain of the bonds of the city, and also to restrain the city from making assessments on property within its corporate limits to pay therefor. The city and Beeves filed their answer to the complaint to which the plaintiff demurred.' It was stipulated that, if the demurrer to the answer should be overruled, the cause should…
