As this court has detailed in prior opinions, Puerto Rico law has operated since 1995 in a manner that effectively causes hundreds of thousands of motor vehicle owners to pay twice for liability insurance, once through a Commonwealth-run plan, and once in the private market. García-Rubiera v. Calderon (“García-Rubiera 7”), 570 F.3d 443 (1st Cir.2009); Garcicir-Rubiera v. Fortuo (“García-Rubiera II ”), 665 F.3d 261 (1st Cir.2011).
