This is a review of the Department of Commerce’s Final Results of Redetermi-nation Pursuant to Court Remand, Cer tain Hot-Rolled Carbon Steel Flat Products from Taiwan (Aug. 14, 2003) (“Remand Determ.” or “Remand Determ ination”). 2 The Department’s Remand Determination followed the Court’s decision in China Steel Corp. v.
