The United States appeals the final decision of the United States Court of Federal Claims awarding North Star Steel Co. (“North Star”) damages in the amount of $1,521,626 for the government’s breach of a contract between Arizona Electric Power Cooperative Inc. (“AEPCO”) and the Department of Energy’s Western Area Power Administration (‘WAPA”), North Star being an acknowledged third party beneficiary of the contract. N. Star Steel Co. v.
