Outdoor Partnership, LLC, and Clear Channel Outdoor appeal an order of the Court of Common Pleas of Bucks County (trial court) holding that land development approval was required for the construction of billboards in Upper Southampton Township, thereby reversing the contrary conclusion of the Zoning Hearing Board (Board). In this case, we construe the meaning of “land development” as used in the Upper Southampton Township Subdivision and Land Development Ordinance (SALDO) and whether it was intended to encompass the construction of billboards.
