These consolidated cases concern a special education due process administrative hearing under the Individuals with Disabilities Education Act, 20 U.S.C. § 1415 et seq. (the “IDEA”). Specifically, A.S. (“A.”), acting through her parents, seeks to affirm the 1998 decision of an administrative hearing officer (the “Hearing Officer”) holding that A.’s educational program was inappropriate, but that she should remain in regular education classes and be provided with additional supportive services.
