GARDEBRING, Justice.
Once again, we consider an immunity question — in this instance, the availability of immunity, either official or statutory, as a defense to a claim brought against the state under Minnesota’s Whistleblower Act. See MinmStat. § 181.932 (1994). Fredric Jank-low sued his former employer, the Minnesota Board of Examiners for Nursing Home Administrators (board), for violating the Whistleblower Act when it discharged him allegedly for reporting board practices that violated the law.
