Plaintiff Ricky McComb has brought this action against several officers of the Metropolitan Police Department (“MPD”) and the District of Columbia (“the District”), claiming he was subjected to an unlawful body cavity search in violation of the Fourth Amendment and the laws of the District of Columbia. Before the Court is McComb’s motion for leave to file a second amended complaint.
