Defendants Henry Guzman, Director of the Ohio Department of Public Safety, and Mike Rankin, Registrar of the Ohio Bureau of Motor Vehicles, appeal from the district court’s determination that they were not entitled to qualified immunity from suit in this putative class action alleging violation of the plaintiffs’ rights under the federal Driver’s Privacy Protection Act (DPPA), 18 U.S.C. §§ 2721-2725, and 42 U.S.C. § 1983.
