Plaintiff, Louis A Manna, presently incarcerated in the United States Penitentiary at Leavenworth, Kansas, instituted this action under the Freedom of Information Act, 5 U.S.C. § 552 (“FOIA”) to obtain certain records in the possession of the United States Department of Justice (the “Justice Department”).
