Nichols, Director of the Ohio Environmental Protection Agency (“director”), granting to appellee Board of Commissioners of Franklin County, Ohio (“commissioners”) a permit to install a sanitary landfill on the south side of State Route 665, west of Interstate 71 in Jackson Township, Franklin County, Ohio.
