On June 24, 1988, the Ohio legislature enacted Am.Sub.H.B. No. 592 (142 Ohio Laws, Part III, 4418), implementing a new comprehensive state planning process to address Ohio’s diminishing solid waste landfill capacity. The bill set up a framework which required every county in Ohio to form a solid waste management district and then directed each district to create solid waste management plans.
