On April 22, 1987, appellant Paul S. Goldman, then a district judge in the Eighth Judicial District Court, Clark County, petitioned the First Judicial District Court in Carson City for a writ of mandamus. The petition sought an order compelling the Governor of the State of Nevada to exercise certain powers conferred by NRS 3.092, relating to appellant’s alleged entitlement to an early, enhanced disability retirement. The district court denied the petition. For the reasons set forth below, we affirm the order of the district court.
