Plaintiff, Lawrence Cochran, an inmate of Pontiac Correctional Center (“Pontiac”) and resident Minister of the World Community of Islam in the West at Pontiac, brings this action pursuant to 42 U.S.C. § 1983 seeking declaratory, injunctive and monetary relief for the alleged unconstitutional restrictions on and discrimination against the practice of his faith at Pontiac.
