Billie Matthews and William R. Matthews brought this action under the Federal Tort Claims Act (FTCA), 28 U.S.C.A. § 1346(b) 1 seeking to recover damages in the amount of $100,091.05 allegedly sustained as a result of the negligent acts or omissions of United States Air Force legal personnel at Laughlin Air Force Base on April 2, 1968. Billie Matthews is the wife and dependent of William R. Matthews, an active duty member of the United States Air Force.
