Plaintiffs Fraternal Order of Police, D.C. Lodge 1, NDW Labor Committee, Inc.; Fraternal Order of Police, First Federal Lodge 1-F; Joseph Barbetta; Anthony Anzideo; and James W. Waters, individually and on behalf of all other similarly situated police officers, brought this action against defendant Robert M. Gates, in his official capacity as Secretary of the Department of Defense.
