This appeal involves the constitutionality and construction of Act No. 340 of the 1967 Acts of the General Assembly, 55 Stat. 470, which consolidates, effective July 1, 1968, the eight existing school districts of Charleston County into one county wide district. The several issues were presented to the lo.wer court and resulted in an order invalidating the provisions of Section 11 but upholding the Act in all other respects.
