This is an in rem action seeking forfeiture of assets held at three U.S. banks by or for the benefit of the Afghanistan International Bank (“AIB”), the Emirates NBD Bank (“Emirates Bank”), and Bank Alfa-lah. Those assets, which the United States has seized, correspond to amounts previously deposited in overseas accounts at those banks in the names of three Afghan companies.
