Plaintiff Irshad Learning Center, a Muslim religious and educational group, seeks a Conditional Use Permit to use property in unincorporated DuPage County for religious services and educational purposes. DuPage officials have denied the request. In this lawsuit, Plaintiff alleges that the denial violates its rights under the United States Constitution, the Illinois Constitution, and the Religious Land Use and Institutionalized Persons Act.
