ORDER AND REASONS
LPVAUDAIS, District Judge.
This is an appeal from the order of the Bankruptcy Court granting relief to James H. Brown (hereinafter “Commissioner”) from the automatic stay provision of the United States Bankruptcy code, 11 U.S.C. § 362, pursuant to the exception for proceedings or actions by a governmental unit to enforce the governmental unit’s police or regulatory power. 11 U.S.C. § 362(b)(4).
