I. INTRODUCTION
The debtor, an ambulance service supplying transportation to Medicare patients seeks injunctive relief in this proceeding to prevent the Department of Health and Human Services (“HHS”) from suspending payment of its Medicare reimbursements because of alleged overpayments. The facts require harmonization of two independent federal statutes.
