I. INTRODUCTION

Plaintiffs in this case are distributors and potential exhibitors of three films pro duced by the National Film Board of Canada (NFBC). They challenge the United States Department of Justice’s application of certain provisions of the Foreign Agents Registration Act (FARA), 22 U.S.C. §§ 611-618 (1983), to these films. To fully understand the nature of this case, it seems necessary to set out the statutory framework of the FARA.
