MEMORANDUM OPINION

SUE L. ROBINSON, District Judge.

I. BACKGROUND

On February 12, 2009, a federal grand jury charged defendant Roderick Jamison with failure to register as a sex offender, in violation of 18 U.S.C. § 2250(a). 1 The indictment alleges that defendant: (1) had a duty to register as a sex offender based on two Delaware sex offense convictions; (2) traveled in interstate commerce from Delaware to Texas; and (3) failed to register or update his registration in Texas.
