I. BACKGROUND

On April 16, 2009, a federal grand jury charged defendant Paul E. Pavulak with: (1) failure to register and update a registration as a sex offender, in violation of 18 U.S.C. § 2250(a); (2) possession of child pornography, in violation of 18 U.S.C. §§ 2252A(a)(5)(B), 2252A(b)(2) and 2256(8)(A); (3) attempted production of child pornography, in violation of 18 U.S.C. § 2251(a) and (e); and (4) enticement and coercion of a minor, in violation of 18 U.S.C. § 2422(b).
