I. INTRODUCTION

The plaintiffs, 2 leaseholders of property in Skyland Shopping Center in the District of Columbia, challenge legislation authorizing the defendants to exercise eminent domain over their property. The court previously granted the defendants’ motion to dismiss, concluding that the plaintiffs’ claims were not ripe.
