This controversy concerns a challenge to the Illinois Commerce Commission’s (Commission’s) authority to regulate a proposed interstate pipeline under the Common Carrier by Pipeline Law (Pipeline Law) (220 ILCS 5/15 — 100 et seq. (West 1996)).
