Petitioner Ali Clay ("Petitioner") is serving a 168-month sentence following a conviction for distribution of cocaine. Currently before the Court are Petitioner's pro se motion [1] to vacate, set aside, or correct his conviction and sentence pursuant to 28 U.S.C. § 2255 ("habeas petition") and motion [14] for leave to amend pursuant to Rule 15(a) of the Federal Rules of Criminal Procedure.
